The Governance Strategy in Reducing Corruption through the Award of Public Procurement Contracts

Abstract

The Algerian legislator has sought to institutionalize the principles of governance in the field of public procurement by establishing a set of legal provisions aimed at protecting public procurement contracts from various forms of corruption. It has ensured the application of the principles of freedom of competition, equality among bidders, and transparency of procedures throughout the different stages of the procurement process.

The development of information and communication technologies has affected the procedures for awarding public procurement contracts, leading to the introduction of a new approach to their award procedures in order to align with these technological advancements. Accordingly, the Algerian legislator has sought to establish a dedicated electronic system (the electronic portal) to implement these procedures through the enactment of legal provisions regulating its operation.
